The JBLM Growth Coordination Plan is a
comprehensive assessment of regional growth
and area needs.

In early 2010, the Office of Economic Adjustment awarded a grant for the region to study the military growth impacts in the area. The JBLM Growth Coordination Plan generated detailed analyses and recommendations for the study area that extends from the southern portion of the City of Tacoma in Pierce County south to the cities of Lacey and Yelm in Thurston County, including the towns of Steilacoom and Roy, the Cities of DuPont and Lakewood, and eastward to State Route 507, including parts of unincorporated Pierce County.

Upon completion of this year-long study, areas of greatest impact were identified and recommendations were determined. The Partnership was established to oversee the coordination and the resolution of these issues while ensuring the community is kept informed of the overall progress.

The Partnership

The South Sound Military and Community Partnership is designed to ensure that the community has a single point of contact to communicate military-related activity that could affect the region as a whole. By streamlining organizations, agencies, and community communication into one collaborative association, The Partnership is able to support entities that are carrying out the plans recommendations, and oversee execution of the actions.

The Plan

The mission of the JBLM Growth Coordination Plan was to look at military-related growth in communities surrounding JBLM to ensure that all civilian residents, military personnel and their families have access to a high quality of life.

The objectives of the final Growth Coordination Plan are to:

  • Identify and assess existing conditions to determine future needs of an increased military population
  • Develop short term and long term priorities and potential funding sources to accommodate this growth
  • Develop planning, coordination and implementation strategies that help achieve the long term strategic goals of the stakeholders during a 5-year period of growth and change (through 2015)
  • Maintain a central point of coordination for all major stakeholders who are impacted by the expansion and promote regular communication with all local and regional groups and committees to discuss military installation infrastructure and service issues and concerns
  • Establish a clear action plan for managing future growth and demands for services
