Welcome to the official site of the Joint Base Lewis-McChord Growth Coordination Plan process. Communities surrounding Joint Base Lewis-McChord (JBLM) have experienced a significant rate of population growth and economic expansion due to a variety of Department of Defense initiatives. The Department of Defense, Office of Economic Adjustment (OEA) is funding a year-long planning process to proactively address the effects of existing and anticipated growth on communities surrounding the base through the development of a JBLM Growth Coordination Plan. The Growth Coordination planning process, administered by the City of Lakewood, is currently underway and includes all the major jurisdictions and service area stakeholders in the study area’s region. AECOM, an international consulting firm with offices in Seattle, has been retained to facilitate and lead the planning process. The AECOM team includes members with local knowledge and national expertise in military growth plans, land use planning in Washington State, housing, healthcare, education, economics, and transportation. The project team and stakeholders are identifying community "gaps" that exist or are projected to occur in the southern Puget Sound region as a result of the anticipated military growth at JBLM through 2015. The Growth Coordination Plan will contain an assessment of elements, including:

  6. Public Utilities and Infrastructure
  7. Public Safety and Emergency Services
  8. Health
  9. Social Services
  10. Quality of Life
 

Efforts to Date

  • April 9, 2009 – Growth Coordination Workshop held to identify scope of the planning grant
  • October 2009 – OEA grant application accepted and project funded
  • December 2009 – AECOM retained to lead planning and stakeholder process
  • December 10, 2009 – Regional Steering Committee Formed
  • January 26, 2010 – Growth Coordination Kick-Off Meeting and Expert Panel Workshops
  • January - July, 2010 – 10 Expert Panels meet up to 4 times to provide input, discuss findings, and collaborate on opportunities
  • February 26, 2010 – Growth Coordination Committee meets to address project goals
  • April 9, 2010 – Growth Coordination Committee meets to review the existing conditions summary
  • April 14, 2010 – Regional Steering Committee is debriefed on project direction

Study Area

The JBLM Growth Coordination Plan will generate detailed analyses and recommendations for the study area that extends from the southern portion of the City of Tacoma in Pierce County south to the cities of Lacey and Yelm in Thurston County, from and including the towns of Steilacoom and Roy, the Cities of DuPont and Lakewood, eastward to State Route 507, including parts of unincorporated Pierce County within this area.
